Issues in Developing the IFSP

A Framework for Establishing Family Outcomes

As professionals and families have worked toward full implementation of P.L. 99--457, a number of issues have emerged concerning the development of the Individualized Family Service Plan. In this paper, four key issues are identified and discussed. These include sensitivity to cultural diversity, family assessment, intrusiveness, and establishing family outcomes. This discussion is followed with a framework for identifying outcomes that takes these issues into consideration.
